Steve A. Steckler, Chairman
Mr. Steckler has over twenty years of high-level experience in innovative infrastructure finance, public-private partnerships, and regulatory reform, particularly in transportation and environmental facilities. He has served as an advisor to state, local, federal, and international government agencies as well as private sector clients on public and private development and financing of new facilities, privatization and performance enhancement for existing facilities, and cost analysis for setting user fees and outsourcing.
Mr. Steckler's substantive experience includes financial feasibility, financial planning, performance analysis, deal structuring, and commercialization for airports, intermodal facilities, waterways, and environmental utilities. He has served as a consultant on transportation issues to the President's Commission on Privatization, an economic advisor at the U.S. Environmental Protection Agency, as well as a top policy advisor on public-private partnerships at the U.S. Department of Transportation. Mr. Steckler is the founder and majority shareholder of IMG.
John E. Joyner, President
Local Services & Utilities Industry Leader
Mr. Joyner has over 25 years of senior management experience in corporate management, city management, and infrastructure project development. He brings extensive experience in negotiating public-private partnerships, implementing utility performance programs, and developing water, power, and solid waste projects, including alternative infrastructure delivery methods such as Design-Build-Operate-Finance. He has a unique blend of hands-on experience ranging from a municipal official to a private utility service provider.
Prior to joining IMG, Mr. Joyner served as the chief marketing officer for United Water, one of the largest U.S. water companies, where he led the development efforts for groundbreaking public-private partnerships in the water industry. Mr. Joyner was also Vice President of project development for Ogden Energy, an independent power company active in the U.S. and Asia, and President of Consumat Systems, a NASDAQ listed solid waste company that designed, built, and operated municipal waste-to-energy facilities.
Philip F. Alfieri, Managing Director
IMG Capital LLC
Mr. Alfieri has over 25 years of combined industry, commercial and investment banking experience. Mr. Alfieri joined IMG Capital in 2008 to lead an investment advisory effort for public-use infrastructure in the utility, aviation, and transportation sector. His responsibilities include investment origination, equity financial advisor on acquisitions, refinancing and restructuring of investments and principal investing.
He led international origination deal teams, developed alternative taxable and tax-exempt financing, concession and lease financings, construction and development partnership financing, syndicated equity and debt components and closed over $20 billion of asset-based financings throughout Europe and the US. Mr. Alfieri earned several transaction awards including the 2002 Asset Finance International “Infrastructure Deal of the Year” award for $618 million wastewater treatment and collection system transaction and 1999 Euromoney “Power Finance Deal of the Year” award for $240 million co-generation facilities transaction.
Prior to joining IMG, Mr. Alfieri was Managing Director Global Infrastructure for LaSalle Investment Management Group. Mr. Alfieri served as financial advisor to European government authorities, US municipal authorities and multinational companies as well as several private advisory firms in addition to PricewaterhouseCoopers LLC and Citigroup. These asset-based advisory assignments covered public and privately owned power, water and wastewater, real estate, rail and marine transportation infrastructure assets and related equipment.
Jorge A. Gonzalez, Vice President
Aviation and International Services Industry Leader
Mr. Gonzalez has over 23 years of high level consulting experience in planning, operational, and management oversight of numerous transportation projects in the U.S. and abroad. He has extensive experience in the preparation of business plans, feasibility studies, market assessment studies, technical, operational and management due diligence and audits, performance reviews, optimized planning of facilities, and contract enforcement and oversight. He has been involved in program management and contract oversight of numerous transportation projects with an emphasis in airports. He has also been directly involved in assessing and improving the operational and financial performance of agencies responsible for the management, operation, and maintenance of transportation facilities.
On many occasions, Mr. Gonzalez has been called upon to share his expertise and make presentations at conferences sponsored by the U.S Department of Transportation, the World Research Group, and the U.S. Trade and Development Agency (USTDA).
Sasha N. Page, Vice President
Transportation Industry and Financial Advisory Services Practice Leader
Mr. Page has almost two decades of experience in finance, performance measurement, and project development in the transportation and utility infrastructure industries, specializing in surface transportation, airports, seaports, water and sewer systems, and other government facilities and real estate. Mr. Page has managed projects throughout the U.S., as well as in Europe, Latin America, and the Middle East. He has advised municipalities and toll authorities on financing highway and transit projects with traditional and innovative finance sources, counseled airport authorities on funding expansions with a combination of bonds and grant programs, and helped government organizations to implement performance measurement programs. He also advises governments on infrastructure management and strategy issues and on the regulation of public-private partnerships.
At IMG, Mr. Page leads the firm’s finance group. He has additionally served as adjunct professor at George Mason University in infrastructure finance. Previous to joining IMG, Mr. Page was Vice President at two international investment banks in their project and municipal finance departments.
