IMG’s finance practice helps public and private organizations identify optimal financial solutions through economic and financial feasibility analyses, and through financial execution, budgeting systems and auditing services, as summarized in the chart below.
IMG conducts financial feasibility analyses to help clients assess the ability of a new project or an existing entity to finance a capital investment or transaction. Using the techniques of project and corporate finance, IMG maps out how new facilities, major capital expansions, and acquisitions can be funded with a variety of debt and equity sources, innovative finance, and improved performance management. This work may often involve the use of enterprise funds, the application of non-recourse debt or revenue bonds, or the establishment of new corporate entities, such as public authorities. It may also serve as an input to developing regulatory frameworks or for valuations.
IMG follows financial modeling standards comparable to those of leading investment banks and accounting firms, ensuring that models are flexible to adjust to changing requirements, adhere to quality control guidelines that minimize errors, and avoid becoming “black boxes” so that the entire finance team can understand the assumptions and outputs. Because of its modeling expertise, IMG has been engaged to audit the financial models of its public and private clients.
IMG applies a variety of economic techniques as either input to feasibility analysis or to address specific client challenges. These include conducting detailed evaluations of a project’s or organization’s current and future revenue potential, operating costs and alternative revenue-earning opportunities, such as real estate development, that many public organizations are seeking. IMG helps clients develop activity forecasts and business projections and calculates related rates, charges and fee schedules. Working closely with IMG’s industry specialists and its partners, IMG is able to assess the programmatic and technical requirements of new capital facilities. For some assignments, IMG has employed related techniques of benefit-cost analysis and economic impact analysis.
Serving as financial advisor, IMG assists clients with the execution of financing transactions and to obtain grant funding. IMG works closely with clients’ internal, legal and other advisory team members to ensure that the intent of the financing is properly executed in its documentation, through internal processes and in the marketplace. IMG assists clients with rating agency presentations, selecting underwriters and other financial intermediaries, and advising clients on market terms. It helps clients apply for and negotiate with federal, and local funding bodies, such as the Federal Aviation administration, state infrastructure banks, and municipal governments. IMG also manages public-private partnership (P3) procurements on behalf of governments transferring operations or assets to private parties. IMG has extensive understanding of innovative finance sources and techniques that have become increasingly important in the realization of P3s and ground-breaking infrastructure projects. From dedicated sales taxes to state revolving loan funds to value capture techniques (including tax-increment finance (TIF), joint-development financing, and impact fees), IMG professionals have worked with a number of federal state and local programs, making a crucial impact in achieving financial goals.
IMG assists clients in developing and evaluating financial and budgeting systems that provide quality information to managers, shareholders/stakeholders, and staff. IMG has devised methods to better link budgeting and financial planning processes with the achievement of long-term organizational goals. IMG has advised clients on establishing the most suitable performance measures to gauge short-term and long-term compliance with those goals. In parallel, IMG conducts performance audits of past financial performance or capital programs, which may include assessments of long-term pension and post-retirement benefits and the condition of capital assets.
